92.001  Scope.

 

The rules  in  this  chapter  apply  to  all  persons,  individuals, associations  or corporations which  shall  hold  or  conduct  any meeting within the State  of Florida,   where  jai‑alai playing  shall be  permitted for  any stake, purse or reward.

                                                                                                                         

92.002 Definitions.  

 

The interpretations of terms employed in this chapter are as follows:

                                                 

(1)   Division means the Division of Pari‑Mutuel Wagering.                    

 

(2)   Fronton: "Fronton" means a building or enclosure which contains a playing court with three walls designed and constructed for playing the sport of jai alai or pelota as played in Spanish speaking countries.                                     

 

(3)   Jai‑alai meeting:                                

  

a)  The days  on which an  association, conducts  jai‑alai games within the enclosure of a fronton, under the laws of the State of Florida.

                                                       

b)  A recognized meeting shall not apply to jai‑alai without Pari‑Mutuel wagering.

                                                          

(4)   A day means the continuous period of 24 hours beginning with the first game of a public exhibition of jai alai even though playing day may extend until the following day.

                                                          

(5)   A month means a calendar month.                                         

 

(6)   A year means a calendar year.                                           

 

(7)   An   association  is   a  person   or  persons,  partnership or  corporate  body  conducting a recognized jai‑alai meeting.                                       

 

(8)   A jai‑alai  player shall be one who is under contract to any fronton  association and participates in games of jai alai.                   

 

(9)   A  game  is  a  contest  between  players  for  any  purse,  stakes,  premium or  wage for  money at  any fronton  and in the presence of judges.

                                                         

(10)  A program  is a  schedule of  games of  either a  matinee or  night  performance.

                                                                    

(11)  Placing in jai‑alai means first, second or third in the order of the  finish of the game.

                                                            

(12)  Sex ‑  Words in  the masculine  gender  include  the  feminine  and  words in the feminine gender include the masculine.                            

 

(13)  Post position  is the  position  assigned  to  the  player  by  the  players' manager or through random/computer assignments.

 

(14)  Minor ‑  A minor is any person under the age of eighteen (18) years.

92.003 General Rules.                                                        

 

(1)   It  shall be the duty of each and every employee to  observe  and enforce  the rules  of jai‑alai.  Any  and  all of said  rules  may  be amended, altered, repealed or  supplemented by  new and  duly adopted additional rules.

     

(2)   Every player  or person  expelled or  ruled off  by  any  recognized  jai‑alai authority,  or by  any official  fronton association in the United States shall be ruled off the frontons in Florida.

               

(3)   Every  person participating  in, and  every patron  of, a jai‑alai meeting  shall abide by the laws and rules, and accept the judges, or management's decisions on any and all questions to which their authority extends.

             

(4)   Fronton Management shall  keep a  record of the names and addresses of  all persons ejected by the association  from  its  grounds together with  the offense  or  offenses  alleged  against  them, and any other material  information relating  thereto.  It  shall be  the  duty  of  each  association, through its employees, to notify other associations of all ejections.                

  

(5)   Any person  ejected from  the grounds  of an  association  shall be denied  admission to  said grounds  until permission  for  his re-  entering has been approved by the Management.

                           

 

a)  Any  person  ejected  from  a  fronton  who  returns  without first  having  been reinstated, shall  be denied reinstatement and may be subject to arrest for trespass after notice.

 

(6)   No   association  shall  permit  the  making  of  handbooks  on  its  grounds,  and if  such practices are found to exist, such association shall take  immediate steps  to eliminate  the same.  Any person who shall bet  with or  through any  such handbook  shall be  ejected from  the grounds and  refused  admission to the grounds of all other jai alai associations in Florida.                                                                                       

 

(7)   No person  who is  a bookmaker,  or who  is known or reputed to be a bookmaker, or  who  is  a  vagrant  within  the  meaning  of  the laws  of Florida, or  who is  a fugitive from justice, or whose conduct, on or off a race  track or  fronton premises  located in  Florida or  elsewhere, now or heretofore, has been improper, obnoxious, unbecoming  or  detrimen­tal to the best interest of jai‑alai, shall enter or remain upon the premises of any fronton conducting a meeting. And  all such  persons shall  upon discovery  or recognition be forthwith  ejected from frontons in the State.

    

(8)   Each  association shall  provide within  its grounds  an office for  the exclusive  use of  and to  be at  the disposal  of the Division and its officials during  each operating  season. The Division shall have such  employees as  provided  by  law,  who  shall perform such duties  as may  be assigned  to them  by the  Division.

                                                              

(9)   Each association  holding meetings  shall designate a list of all jai‑alai officials.                                                      

The  officials of  a meeting  are: General  Manager,  Assistant  General Manager, Comptroller, Players' Manager, Match Maker, Chief of Security,  and  Mutuels   Manager.  Names  of  these  officials  shall be carried in the daily program.                                             

 

(10)  All  fronton officials  herein designated shall be appointed by the  association.

 

(11)  The following  individuals, directly or indirectly, shall not wager money or  anything of  value on  the result  of a jai‑alai game where he is employed: Players' manager, match maker, judges, players; and players' spouses.                                               

 

(12)  The association shall provide facilities for the Division Judge. Said facilities will be located so that the Division Judge shall have  full view of the playing court, competing players, score and odds board with or without video displays.

                                                                

(13)  The association  shall provide  a first  aid room  in the  players'  room   with  the  necessary  medical supplies and  equipment required  for  such cases and also a separate first aid room accessible in the building for the benefit of the public and employees.

                                            

(14)  Each  association  shall  provide  a  licensed  registered  Florida physician, nurse or paramedic, said  physician/nurse/paramedic to  report at the fronton before the start  of the first game and who is to remain available until the final game is completed.

 

(15)  The  association shall  have a  time clock  indicating the  correct time of  day, and also shall indicate the post time of the next game, or the minutes to the start of the next game, which shall be  posted at  the finish  of every game.

 

(16)  Each  association shall  police the  grounds at all times in such a manner  as to  preclude the  admission of  any person,  not  authorized  in the players' dressing room,  excepting  those such  as  players  under contract  to the  association, management, attendants,  ball boy, ball and basket maker, registered physician, nurse or necessary maintenance personnel.                                          

 

(17)  Each  association shall  police its  grounds in such a manner as to properly protect  the public  and maintain  order, to  refuse admission  to and  eject from  its premises  any  and  all  undesirable persons  and  to prevent the admission of minors not accompanied by parents or natural guardian.

 

(18)  Minors who are at least 16 years of age may be employed at a fronton except in positions directly involving betting or alcoholic beverages or except as otherwise prohibited by law.  No minors shall  be allowed  in  the  pari‑mutuel  betting  areas  during  the playing of  said games  and  each  association  shall  be  responsible  for enforcing this rule.

                                                   

(19)  The  playing court shall be a three wall court, namely, front wall, back wall  and side  wall; the length of the court shall be one hundred and fifty  feet (150),  or longer.  The words underserve and overserve shall be plainly printed  on the  side wall of the playing court and in full view of the  public. All  walls and  playing court  floor shall  be constructed  of concrete or  other similar  solid substance. The entire playing court shall be separate  from any  other part  of the  fronton but  in full view of the public.

                                                                        

(20)  No one  interested in  the result  of a  game because  of  bets  or otherwise shall act as an official therein. For violation of this rule, the guilty person or persons may be suspended or ejected.                        

 

(21)  Any person  who at any time tries to solicit bets through  cor­respondence or  any  other  methods,  on  the  results  of any  jai‑alai games in Florida, shall be subject to ejection from all frontons.

                                                                    

(22)  Any infraction or violation of the rules of jai‑alai adopted by the Association, NAJF or  the laws  of Florida  governing jai‑alai  shall immediate­ly be reported to management.

                  

(23)  A program shall be  printed for  each day  or  night  performance,  under the direction of the Players'  Manager  or  Match  Maker.  This  program  shall contain the  names and  numbers (if  used) of  players who  are to  compete in  each game  for that  day or  night. These  names  and  numbers  are to appear in  the order  of post position  and  said  post  positions  to be designated  by numerals  at the  left and  in line  with the  name  of  the players  in each  game. It shall also include the names of the official substitutes for each game.

                                                      

(24)  In cases of fraud or willful deception, immediate notice thereof must be filed with the fronton management.

              

(25)  Complaints against  any official,  officials, or employees shall be made in writing to the fronton management.                                                     

 

(26)  Patron   complaint  of   corrupt  playing  and  other  questionable  transactions on  the playing  court may  be made  by any patron  and  must be made  in writing to management.

                        

(27)  Should any  case occur  which may  or may  not be  covered by these  rules,  it shall  be determined,  in conformity  with justice  and the best interest of jai alai.

                                

(28)  No person  shall use  improper, profane  or indecent  language to a fronton  official,  or  to  any  employee.  No person  shall in  any manner,  or at  any time  disturb the  peace or  make himself obnoxious on the grounds of an Association.

        

(29)  No employee or  patron shall  carry or exhibit a deadly weapon, or otherwise  disturb  the  peace  on  the  premises  of  any  fronton. Any person  found to  be in  violation of this rule shall be ejected  from the  premises. This  rule does  not prohibit  the carrying of a  weapon  by  duly   authorized  law   enforcement  officer   or  security personnel engaged in their duties.                                       

     

(30)  The fronton does not  prohibit the  use of  camera  equipment  by patrons,   members  of   the  working   press  or   others.  However,  the unauthorized  use of  a flash  bulb attachment  during  the  playing  of a game is prohibited. Any violator of this rule is subject to ejection.          

                                                     

92.004 Occupational Employment.                                 

 

(1)   The association may  deny or  revoke the employment of  any person  who  has been  convicted of  a felony  in any  jurisdiction,  or  who  has  been convicted   of  any   offense,  felony  or  otherwise,  which  is  directly connected to wagering, racing, or jai‑alai in any jurisdiction.                

 

(2)   No  person who  has been  convicted for  illegal possession,  sale, use,  or giving  away of narcotics shall be permitted on the grounds of any association.  No person  shall   have  in   his  possession   any  narcotic or hallucinogenic  drug,  marijuana,  or  any  other  drug  listed  under  the dangerous  drug laws  of this  State, unless  said drug has been prescribed by a physician.                                                 

 

(3)   Financial   responsibility    ‑   Any    participant   who    shall  accumulate  unpaid obligations,  default in obligations, or issue drafts or checks  that are  dishonored, or  payment  refused,  or otherwise  display financial  irresponsibility reflecting  on  the  sport,  may  be  denied employment.

                  

92.005 Consorting Rule. 

 

The  Association  may   refuse employment or terminate employment if it shall find  that the applicant, or any person  who is  a partner,  agent, employee, or associate of the applicant, has knowingly  associated or  consorted with  any  person  or  persons  who have been convicted of a felony in any jurisdiction or jurisdictions or is knowingly consorting  or associating  with bookmakers,  touts,  or  persons of similar  pursuits  or  who  has  been  found  guilty  of  any  fraud  or misrepresentation in  connection with  racing/jai‑alai, or  otherwise,  or has violated any law, rule, or regulation, with respect to racing/jai‑alai, in  this or any other jurisdiction or any rule, regulation, or has been  guilty of,  or engaged  in similar  related or like practices.       

                                                                           

92.006 Judges.                                                               

 

(1)   Management  shall have  the power  at any  time to  order a physical  examination  by a  competent physician  of its  choosing of any player or players  who  may  be  entered  for  any game,  and  the advice  of  this physician shall  be final  as to  the fitness  of the player.

               

(2)   The  players' manager  or his  designee shall  secure a  certifi­cate from the players' doctor, nurse or trainer, stating  the condition of a  player returning  to  play  after said player  has been  out of  the regular  games for  reasons of sickness, injury,  etc.

           

(3)   All  players are  under the  supervision of the Chief Court Judge from the moment  they enter the court until  the final  point is played, and  the results  of the  game are  posted indicating  the winning  players and post position.

                                                             

(4)   The Players'  Manager and  the Chief Court Judge shall  report  for  duty at least one (1) hour prior to the start of the first game to exercise the authority  and  perform  the  duties  imposed  on  them  by  the  rules  of jai‑alai. Separate  facilities shall  be maintained for the court judges by the Fronton  Management, and  the court  judges shall  not  fraternize at any time with the players other than in an official capacity.                  

 

(5)   The Chief Court Judge  and  a  front  and  back  court  judge  shall  be stationed  on the  playing court prior to the start of each game. The front and  back court  judges' duty  shall be to report by signal or otherwise to the Chief Court Judge, any  irregularities or  fouls made  while a  game  is in progress.  All court  judges shall be equipped with a whistle to be used to immediately signify when a foul has occurred.                                  

 

(6)   The  decisions of  the Chief Court Judge shall be final during the playing of   any  game  and  any  player  who  plainly  shows  displeasure  at any decision  rendered may  be penalized  by suspension or fine,  which in the judgement of the Players' Manager is believed to be just.                      

 

(7)   The court   judges  shall   make  all   decisions  immediately   in accordance with the traditional rules of jai‑alai. If any judge on the court  notices an error within his jurisdiction he must immediate­ly signal and his decision is final. If the two assistant judges, one on either side  of the  Chief Court Judge, are in disagreement on the point, then the Chief Court Judge makes  the final  decision; however, if  the  two  assistant  judges agree, then  the Chief Court Judge shall abide by their decision. This rule shall not prevent the Chief Court Judge from correcting any mistakes.                      

 

(8)   The  court judges  will not  leave the court until the official win,  place  and show  is posted  on the  pay‑off board.  It is the Chief Court Judge's responsibility to see that the proper numbers are posted.                      

 

(9)   No appeals can be made at any time from a court judge's decision.       

 

(10)  The  decision of  the Chief Court  Judge in all incidents relating to the playing of  the game shall be final. No fronton official shall be appointed as  both Players'  Manager  and  Chief Court Judge  or  Match  Maker  and  Chief Court Judge.  The Chief Court Judge shall serve in that capacity only.

 

(11)  When a  player is  charged with a violation of the rules other than  a game  infraction, the  matter will  be referred to a panel, consisting of the Chief Court Judge,   Players'   Manager   and   the  Fronton   General Manager who,  after a  hearing may  dismiss the  charges, or  if  in  their opinion  the charge  is valid,  may suspend the offending player or players for a  period not  exceeding thirty  (30) days  and/or impose  a  fine  not exceeding one thousand  dollars ($1,000).

 

The Players'  Manager shall  have the  authority  to  suspend  and  fine  for a  period no  greater than  thirty (30) days and/or one thousand  dollars ($1,000) for a game infraction or any rule coming within his jurisdiction.

      

All fines money from these rules shall be paid over to the Fronton's Employees Relief Fund.

                            

(12)  Those selected  as  judges  shall  be  of  unquestioned  integrity,  familiar with the Rules of jai‑alai; they shall not be under contract as an active player  in such  fronton. In  the event  of an emergency a temporary judge  may  be  chosen  by  the  Fronton  Management  from  the  roster of active players        

                                                                          

92.007 Game.                                                                 

 

(1)   The  management  may  in  an  emergency,  postpone,  or  cancel  any  game, and  if necessary,  vary all  the arrangements  of the conduct of the Meeting but  must  notify  the  Division.

                          

(2)   When  a game  is started,  it cannot be terminated until win, place, show and fourth positions, if required, have been officially posted.                                

 

(3)   When a  game is  started  post  position  (one)  and  post  position  (two)  shall appear  on the  playing court.  When  signaled  by  the  Chief Court Judge, post position (one) shall serve the first ball from the official line number and the game shall have been officially started.                        

 

(4)   Should  a ball  become defective  during the  playing of a game, any  contestant  therein shall  have the  right  to  call  said  defect to  the attention  of the  opponent serving  the ball  and said server shall select another ball.

                                                                  

(5)   A designated  area on  the playing  court shall  be  specified  from  which  a ball  must be  served and  failure to  comply with this rule shall cause the server to forfeit the point to his opponent.                         

 

(6)   If the  server for  any reason  does not  complete a serve or should  the  ball touch  any article  of clothing  or anything on the person of the server or his partner, the server shall forfeit the point to his opponent.

     

Should  the ball  hit any  of the  server's opponents,  the Chief Court Judge  shall  decide whether it is a foul or whether the server should be credited with the  point. The  judges shall  also decide  a play  in the  case of  a contender obstructing  a play  of his  opponent, as  to whether it was done intentionally or  accidentally. Should  it be  an intentional inter­ference,  the  player who  caused it  shall  forfeit  the  point.  If  accidental  or unavoidable, the  point shall  be  played  over.  The  judges  cannot  rule interference  if, in  their opinion, the player could not complete the shot if the interference had not occurred.

                                           

The  same interference  rules apply  if the  player is  blocked from the  play  by one  of the  judges on  the court, in which case such interference will be ruled upon by the other judges.                                         

 

(7)   A  ball shall  be in  play after  being  returned  by  the  server's  opponent  when  falling  between  the  fault  or  underserve and  pass or overserve lines; it shall be ruled as a free ball and be in continuous play until a point is made.                            

                

(8)   Only  one serve shall be allowed for each point in all games. On the  serve, the ball must first strike the front wall.  The serve known as two-wall or Carom shall not be allowed.  

 

(9)   After a Winner has been declared, play-off rules to decide place, show and fourth positions, vary according to the number of points scored by the participating players or teams, and shall be played according to the players' or teams' Rotation Position (not Post Position), i.e., the order in which they were defeated.

 

(10)  In case of a tie after a Win position has been officially declared, it shall not be necessary, in order to determine place, show or fourth positions, or all three for the players or teams to score the full game's number of points.

 

(11)  When there still remain five or seven players or teams, all of which are tied  without a point to their credit the play-off shall be for a goal of one point less than the number of post positions represented in the play-off.

 

(12)  When there still remain five or seven players or teams, all of which are tied with one point or more, the play-off shall be continued until the player or team reaches the number of points designated for the game.

 

(13)  In the case of two ties, after a Winner has been declared official, and there are still two players or teams tied with the same number of points, the Place position shall be awarded to the player or team making the next point, and Show position goes to the loser of said point.

 

In games where a Fourth position is required:

 

a)  Two ties remain after Win and Place have been determined, the Show position shall be awarded to the player or team making the next point and Fourth position shall go to the loser of said point.

 

b)  Two ties remain after Win, Place and Show have been determined, the Fourth position shall be awarded to the player or team making the next point.

 

(14)  In the case of three ties, after a Winner has been declared official, place, show, and fourth positions shall be decided among the three players or teams, with the same number of points, through elimina­tion, according to Rotating Position.  However, if after playing the first play-off point, any player's or team's score reaches the number of points that the game calls for, said player or team shall immediately be awarded the place, show or fourth position, as the case may be, and any remaining players or teams shall forfeit the right to play for said position.

 

(15)  In the case of four or six ties, after the Winner has been declared official and there remain for or six players or teams, tied for place, show, or fourth, or all three, play-off shall be through elimination according to their Rotating Position.  The first two players or teams will play the first point.  The next two players or teams will play for one point, and the remaining (in case of 6) players or teams will also play for one point.  Winners of above points will play additional points to decide place, show or fourth position, as the case may require.

 

In games where a Fourth position is required and no Place, Show or Fourth position has been determined and there remains four ties, the losing players or teams of the elimination play-off return and play a final point to determine fourth.

 

If at any time during a play-off a player or team reaches the designated number of points the game calls for, said player, or team, shall immediately be awarded the place, show or fourth position, as the case may be, and the remaining players or teams shall forfeit the right to play for said position.

 

(16)  In  the elimination  singles and  the elimination doubles games all  players/teams with the exception of those in first and second positions, shall be seated on  a bench  in the  rear of  the court,  said players/teams  to be seated according to  their post  positions. When  the game  has  started,  players/teams occupying first  and second  post positions  shall compete  for  the  first point until  one of the players/teams is eliminated, the player/team winning the point shall  then become  the server/serving team  and  his/their  opponent  shall  be  that  player/team which  is next  in line on the front of the bench, and the player/team which had just been  eliminated is  to take  the last  seat on the other end of the bench  until such  time as all other  players/teams seated on the bench have had an opportunity  through elimination  of one  another  and  he/they  become(s)  the first  on the  bench again.  Elimina­tion games  are games  won  by  the process  of elimination  of players/teams  until the  scheduled points necessary are scored by players/teams to decide the win, place, show, and fourth (if required) positions.

             

(17)  Official games shall be known as elimination singles,  elimination doubles, American elimination, Spectacular Seven and Nine, doubles and triples match games.                                         

 

(18)  In the elimination singles and doubles games the number of points required  to decide  the winner  should be no fewer than one less than the number of  post positions  competing in the game, with the exception of the American elimination game.

 

The American  elimination game  is one  in which  post positions  will play  to five  points in  the following  manner: The  game  starts  with  the  usual elimination  system, but  when a  post position  makes three  points he has qualified  and doesn't  have to  play again  until two  other posts have qualified  by also  making three  points each  against the  balance of the field. The three finalists play off as follows: To win the game a post must either (1)  defeat the  other two posts in two straight points, arriving at the  designated five  points, or (2) defeat one post and lose the other, in which case  two posts  will be tied at four points each and these two posts will  then play  one point.  At the conclusion of that point, one post will have  five points,  the loser of that point will still have four points for place and  the post  that was  put down  his first  time up will be awarded show position.  If condition  (1) exists, the two posts who have not scored will play  one point  to establish  place and  show position.  The first to qualify will  serve to the second post in the finals and the winner of that point  will serve  to the  third qualifier.

 

Spectacular Seven or Nine shall be a seven or nine‑point game in  which all  points are doubled after each post position has been on the court once.         

     

(19)  Doubles or  triple match  games shall  be  composed  of  two  teams  consisting  of two  or three  players on  opposite sides and contesting for the number of points specified by the management.                               

 

(20)  When  for any  reason a  change shall  be made  by substitution  of  one or  more players,  or should  a  game  be  cancelled  for  any reason, official notice  thereof shall  be made  and posted  in the  lobby and near the  pari‑mutuel windows;  announcements  of  said  changes  must  also  be made  from the  fronton playing  court or  over a  loud speaker,  notifying the public  of any  such  changes.  Said  notices  and  announcements  must be made as soon as possible before the start of any game.                                                                        

                        

92.008 Players' Manager.                                                     

 

(1)   The players'  manager or  his assistant/designee  shall attend  each game.

He shall  discharge all  duties whether  expressed  or  required  by  these rules and  report all violations on  the playing  court coming  under his notice. He shall keep a complete record  of all  games.

                             

(2)   The players'  manager shall  be in  complete charge  of the players'  quarters.  It is  his duty  to  see  that  all  players  are properly identified before  the start  of every  game.                         

 

(3)   Repealed 5/24/93.  The  players' manager  shall see  that brothers  do not  play in the  same game  against each  other. However,  the above  prohibition  does  not apply  to bona  fide  team  championship  and  team  championship  play‑off games.   To  qualify   as  a   team  championship   or  team   champion­ship play‑off game,  the participating  teams must  be selected  based upon  the results  of qualifying  competitive games,  and  significant  compensa­tion, over  and above  the compensation  ordinarily  provided  to  players,  must be awarded to the championship team.

                                         

(4)   The players'  manager shall  see  that  the entrance(s)  to  the players' quarters is locked one (1) hour before the start of the first game.       

 

(5)   The players'  manager shall  file with  the Division a daily program  of games. 

                                                                            

92.009 Players.                                                              

 

(1)   Any pooling  of the  purse money  between the  players  is  strictly  prohibited and  any player  violating this  rule is  subject to  a fine  or suspension  by the  association.

                                    

(2)   All  players must  be dressed  in clean  regulation uniforms  before  the start of the first game on each daily program.                             

 

Post position shirts shall be as follows:                                   

No. 1 ‑ Red

No. 2 ‑ Blue

No. 3 ‑ White

No. 4 ‑ Green

No. 5 ‑ Black

No. 6 ‑ Yellow

No. 7 ‑ Brown

No. 8 ‑ Purple/Orchid                                                       

 

Protective helmets must be worn by all players while on the court.          

 

(3)   All players  who are  to participate  in the game must appear on the  playing  court and  must practice  prior to  the starting  of the official game,  thereby enabling  the public  to observe  the  players who are to compete in the following game.

                                               

(4)   Players shall  take their  positions off  the playing court and near  the starting  point of  each game  in numerical  order;  the  order  to  be determined by the post positions appearing on the program.                     

 

(5)   The player who is to serve at the start of each point shall have the  right to select the ball and the receiver can only reject the ball if it is damaged.                                                             

 

(6)   Players  shall be  prohibited from  smoking while  in  the  players'  cage  and in  view

of  the public  during the games. Violation of this rule shall  subject the  offending player  or players to a suspension, fine, or both.

                                                                         

(7)   Players will  report to the players quarters and once inside shall not contact, talk to, or signal any spectator at any time.  Under this provision, no person within the players' quarters in authorized to possess a cellular telephone or similar device during performances. Violation of this rule may result in fines and/or suspension.  The management, medical staff, maintenance and security personnel are permitted the use of pagers and/or two-way radios.

             

      a)  Players' manager  may schedule  players and  substitutes  to report  to players' quarters  no later  than forty‑five minutes before the game in which they are programmed to compete.                                          

 

b)  Early game  players may  leave the premises  at the  discretion  of  the  player manager.                                             

 

c)  Once a  player has  been released  from  players'  quarters  by  the  player  manager, he  must leave the premises completely  and not  talk to  any spectator or the  betting public.  Violation of  this rule  shall  subject  the offending player or players to suspension and/or fine.                         

 

Players'  manager   may  release   and re-admit   players  for   emergency situations.

                                                                     

(8)   Jai‑alai being  a game  of skill,  the winning  or losing of a point  depends entirely on the individual players' skill and ability, or lack of it, and it  shall be  the duty  of each  player at  all times,  to  make  every possible effort  to complete  a return  regardless  of  how  impossible  in some instances  it may  appear for such player  to make  said return play.

    

If in  the opinion of the court judges, a player shows lack of interest and does not  use his  best efforts  while competing  in an  official game, the offender shall be subject to suspension, or fine, or both.   

              

(9)   Each  player  under  contract  must  compete  in  and  complete  the  games scheduled  except in  case of  accident to  any player.  In such case the players'  manager  must  use  the  official  substitute  shown  on  the program to  complete the  game and  all bets  made on  the  injured  player shall remain in effect on the injured player's post position.     

            

(10)  When   a  jai‑alai   player  is  suspended  at  one  fronton,  such  suspension  shall  immediately  become  effective  at  all  other frontons in Florida.                                   

 

(11)  All   jai‑alai  fronton   permit  holders   must  provide  suitable  recreational  facilities within  the players'  quarters for  use of players during periods  in which  they  are  not  performing. 

                                                                             

92.010 Fouls.    

                                                                

(1)   Foul  lines shall  be indicated  by steel  frame, wire,  or wood and  distinguished by a color different from the playing court.                     

 

(2)   If a  foul is  committed by  a post  position, the  point  shall be awarded to the opposing post position. The fouls are:                

 

a)  When  the ball  strikes the  screen, the  wood floor,  or any other  indicated foul area before or after it touches the front wall.                  

 

b)  When  the ball  strikes the  overhead screen.                                                                

 

c)  When the ball hits the wood floor on its first bounce after striking  the front wall.                                                                 

 

d)  When a player catches a ball after its second bounce.                 

 

e)  When  a player  holds the  ball longer than the required time, which  will be decided by the Chief Court Judge. 

 

Juggling/Holding rule.  The juggling of the ball will not constitute a foul except in the case where a player holds the ball in the basket more than the required time; the required time to be decided by the judges.                       

 

f)  In all games, after a ball has been served and it falls short of the  fault or underserve line or goes beyond the pass or overserve line, it shall be a foul.                                                                     

 

g)  A served ball hitting the fault, underserve, pass or overserve lines  shall be a foul.                                                               

 

h)  A  served ball  hitting the  side wall before hitting the front wall  (carom serve).                                                                 

 

(3)   Should a  foul be  made by  any player  which is  observed by either  of  the judges  during the  playing for a point, said judge should call the foul immediately  to the  Chief Court Judge  whose  duty  it  shall  be  to  stop further  playing and  credit  the  opponent of the player making the foul with a point won.

  

92.011 Corrupt Practices.                                                    

 

(1)   No person shall give, offer or promise directly or indirectly; either in his  own behalf  or in behalf of another, any bribe, gift or gratuity in any  form, for  the purpose  of improperly  influencing the results  of  a game, or which would tend to do so.

                                            

(2)   No   person  shall   conspire  with   any  other   person  for   the  commission  of, or  connive  with  any  other  person  in  any  corrupt  or fraudulent  practice in  relation to  the game of jai‑alai, or shall commit such an act on his own account.                                  

 

92.012 Recording of Games.                                                    

 

(1)   All frontons shall take, and  make at  the permitholder's  expense, a  complete film  or video  tape  recording of all  games played  at said  frontons.  The location of the camera must be so as to accurately  record the  performances. The  film or video tape of each game shall be kept  in custody of the permitholder for 24 hours after the date of the game.

 

 

92.013  Severability

 

In the event of a conflict between any section or subsection of these rules and a subsequent, duly-promulgated rule of the Division, the rule of the Division shall control, and shall not invalidate the remaining rules herein.
